Might be better using a vector application, however using Gimpsu, something like this perhaps.
Basically bump-mapping a combined layer but plenty of stages to get there.
1. A black background
2. The latin text layer
3. The japanese text layer, copied and pasted from a translation page. Supposed to say GIMP FORUM.
It was too small so made a selection, scaled the selection and filled with a white-to-blue gradient on a new layer
4. A grey-blue border made from selecting the two text layers. Trying for a silvery border. Failed miserably but it is possible.
5. New from visible then that duplicated. bottom one blurred a little, top one bump-mapped as the screenshot.
