Looks like a mal-formed url

try: https://www.gimp.org/tutorials/CircleImage/

basically:
Layer  menu -> Transparency -> Add alpha Channel
Make an elliptical (circular) selection.  SelectEllipse
Selection menu -> Invert
Edit menu -> Cut
