Yes, Gimp 2.10 will open (and edit) .xcf files made with Gimp 2.8

However, 

The reverse is not always true. Gimp 2.10 uses non-compatible layer modes, some variance with compression, higher bit levels.

This is what you will see when you save your work with Gimp 2.10

   

Convert layers to legacy / bit depth to 8 bit and it can be backward compatible.

   

Showing a useful plugin (attached) to reset layer modes if required. It can be done manually but tedious if there are many layers. Set bit depth manually if required.
Unzip plugin, put in Gimp 2.10 user plug-ins profile, Entry is bottom of tools menu.
