Adjustments & why the 2nd scroll bar

With keys:

• Unit up/down (+/-1)is with Cursor Up/Down
  
• Larger up/down  (+/-10) is with PgUp/PgDn (on some keyboards this is an up/down arrow with dashes accross the shaft)
  

With mouse:

• The upper part of the strip (cursor displays an up arrow) is for coarse adjustment (dragging the mouse across the strip covers the whole range)
  
• The lower part of the strip (cursor is <*>) is for fine adjustments
  

AFAIK this is not new, this has been that way since 2.8 (May  2012). In which cave where you hiding
