Best guess: Stuck in some GEGL operation. I can get similar to the screenshot by Tools -> GEGL Operation then closing the GEGL dialogue. Leaves the Tool Options as GEGL and no other tool selected. (but I can select another tool)
I would try first. Edit -> Preferences -> Tool Options and click on Reset Saved Tool Options to Default Values OK bottom of page, Restart Gimp.
Screenshots: (generally when you get the tools working )
Gimp has a built in screenshot function that will get you a good shot of the whole Gimp window. File -> Create - > Screenshot
The whole window because showing the Tool Options and Layers dock plus Title bar, usually gives a clue to what is wrong.
Smaller size for sending to the forum?
Scaling, Usually I scale down 2/3 rds but you have to look at the result. Is everything there and legible? If not, do not scale.
Exporting the screenshot. Other than for specific images JPEG produces a smaller file size than PNG.
