You need to have each seagull on its own layer with a transparent background. For your image, the transparent background is easily obtained by using Colors > Color to Alpha and accept the default white.
Then select a layer in the layers dialogue and use the Move tool to move a layer.
In the attached xcf:
In the layers dialogue switch off layer visibility with the eye icon so that only one layer is visible at a time. See what each layer contains.
When you are happy with the positioning, SAVE as xcf (this will preserve the layers) and EXPORT as png or jpg (this will merge the layers).
