You will not get that straight off in Gimp. Some PS 'brushes' have actions which might give that effect.
Best I can suggest is paint your image, then bump map with a pattern. A lot of work to do that. This a quickie.
There are/were painting applications for 3D, one of them was DeepPaint. Last time I looked at it was 15 year ago. A quick search & might still work see: http://www.photo-freeware.net/download/a...eep-paint/
