Please give operating system - Windows 7 / 8 /10 - OSX - linux (+ distro) also 32 or 64 bit and version of Gimp
It should be as you described, click - drag - release into the area under the toolsbox. If something is stuck then I suggest reverting to the default arrangement.
Edit -> Preferences -> Window Management then click on Reset Saved Window Positions to Default Values
A bit of a pain sorting back to the way you want, but such is life.
