Editing text layers then, nothing to do with tif format. Still can not reproduce that.

Regressions (an introduced bug) can happen with any software, Gimp is no exception.
There are bug reports for tiff handling going back. This 'issue' is for Gimp 2.10.12 so that version is not too clever either. https://gitlab.gnome.org/GNOME/gimp/issues/3890

Just in case you have saved (to .xcf) in Gimp 2.10.14 there is a backward compatibility problem with text when opening in Gimp 2.10.12. The text is still editable but loses some properties ..size for example.

For anyone else coming to this post and needing to export multi-layers, my advice is avoid tiff format, the whole thing is very flaky. You can use .xcf / .psd / .ora
Examples using Gimp 2.10.12 (2.10.14 the same) Canvas size can have an effect. Showing side-by-side xcf / tif
