1. Create text using font and colour of your choice.
2. Right click text layer and select "Text to Path"
3. In the paths dialogue make the path visible.
4. Create a new transparent layer above the text.

For a plain outline there is also ofn-outline-layer. If you want an inner outline it the best way to do it correctly (correct handling of the edge pixels) .
