Unless there has been some update to Win 10, adding C:\Windows\Fonts should not be necessary. That is Windows system and you get there by default even if everything else is missing.
I wonder what is happening? Any regular Windows users out there ?
The paths to User / Gimp fonts are:

That to me is normal.
Select text tool
Choose font from tool options
Click in canvas to start entering text.
If you want to change the font, select one from the tool options fonts.
The only thing to prevent changing text is if you (the user) has selected all the text, as that video, and not a usual action, just one to be aware of.
