To be honest, layerfx.py is not a wonderful replacement for the old neon script.
Since you have updated to Gimp 2.10 one solution is install a portable Gimp 2.8 then you can create the effect, save the image for completion in Gimp 2.10.

I did have a look at a preview of the next gimp 2.10.16 and that old script does now work, if you can wait.
