This is a Mac plugin, that came with your Mac version of Gimp - Yes/No AFAIK plugins for Mac are very version specific.

Not if it is a non dds file. If not too big can you zip it and post or for a large file, zip and use something like dropbox or just post a link to where you got it originally.
