The procedure works for me in a WinXP VM with Gimp 2.8.4 and a Win7 VM - Gimp 2.8.20
It is easy to get a duplicate preset, since that is done automatically. My guess - save new preset before changing the tool parameters (eg. size)
Just to confirm the procedure, a short video 3 mins. I put it in as a 'tip'

If you are not bothered about existing presets/tags in your Win7 installation. Try deleting the file tags.xml in your Gimp profile and the .gtp files in the presets folder.
Then start from fresh.
