It is easy to get a duplicate preset, since that is done automatically. My guess - save new preset before changing the tool parameters (eg. size)
If you are not bothered about existing presets/tags in your Win7 installation. Try deleting the file tags.xml in your Gimp profile and the .gtp files in the presets folder.
Then start from fresh.
It is not a simple duplicate. I can create a dozen DIFFERENT presets each saved after creation and they are all unique when viewed in a text editor. Once I use ONE of them, they ALL change to become identical to the one used when I try to use them. After trying to use them they are the same when viewed in a text editor, only the line for the name is different. The act of using a preset alters it to make it like the first one used.
I have also deleted all existing presets and started over as you suggest. Makes no difference.
This is really baffling and frustrating.
