I had a premonition that might be the case 
Getting a base path can be frustrating.
This with a 12 sided polygon, but then the sides have to be separated from each other and reversed and generally tinkered with to get the hours running in the correct direction. Not straight forward.
This with a guide to the plugin which is on Ofnuts path tools page http://sourceforge.net/projects/gimp-pat...es/scripts ofn-text-along-path.zip
Up to you to enter a list of hours in the order you need.
I will attach the file, have a look, see if you can get a result.
