Trying to make something like you asked : 

Get a photo, I used this :
   

Then use filters :
QmicQt / Artistic / Fractalise
QmicQt / Artistic / Fingerpaint
Darken using 'Colours / Curves'
QmicQt / Deformations / Random
Change different colors with : Colours / Hue-Saturation

Results :
