Previously it has always defaulted to 100.0 - I have no idea what triggered this change.

Layer | New Layer is used the opacity reverts back to 0.0
I have RTFM'd and Searched, I can find no help on this.
Can someone please tell me how to reset the default opacity setting for the new layer dialogue?
Platform - Windows 10
Gimp - 2.10.8
Everything in the "New layer" dialog is remember from the previous use, even across Gimp sessions. If all else fails:
- Exit Gimp
- Locate your Gimp profile
- Get there in your file explrorer
- Open the gimprc file with a text editor
- Locate the line that says (layer-new-opacity 0.xxxxx)
- Replace it with (layer-new-opacity 1.)
- Close the file
- Restart Gimp
