Will look at it. On a freshly installed machine, any significant app drags in a lot of dependencies. Even more so when you install Gimp on KDE (need all GTK support, since KDE is Qt-based).

apt-cache depends <package> shows very few dependencies for Babl/Gegl. Given that Python2 is EOL and GTK2 is moribund, Gimp has to evolve and the missing Python support isn't due to the Gimp developers but to Ubuntu policy...
