Gimp tools act on the active layer. To chnage the active layer, plenty of ways:
- Open the Layers list (Ctrl-L and click any layer to "activate" it (this shows as a blue hilight).
- Use the Move tool () (Tool options should show "Pick a layer or guide"): just click on some non-transparent part of the layer to select it
- Use the Layer>Stack submenus (and the associated keyboard shortcuts: PgUp, PgDn, Home, End)
