If you can get the gimp_gmic_qt plugin installed from http://www.gmic.eu there are a couple of filters that give a similar effect.

There might also be a gimp_gmic version available from your linux distro repository or if using a flatpak Gimp, there is a version for that as well. Nothing AFAIK for ubuntu snap versions. Give your linux distro if you have any problems.
Probably other plugins as well, can't think of anything else at the moment.

Unzip. Put in ~/.config/GIMP/2.10/plug-ins folder should already be marked executable but check anyway.
find it in Filters -> Distorts -> Figured Glass Gives this:
