Trying to keep it simple, at least for now.
Gimp works in pixels, nothing to do with inches or millimetres until you come to printing.
Before going any further please give the size of an images in pixels. It is shown top of the main gimp window.
Give the size of the paper in inches / mm / cm .. what ever you like.
With that information we can give some advice.
