It seems that many of the old sites have gone, trawled up by p*int*rst and similar. Still some good source material in deviantart although you do have to register these days. https://www.deviantart.com/search?q=patterns and this is still working http://texturelib.com/
You can use jpeg and png formats (even bmp if you want) just put them in your Gimp User patterns folder. The difference with a .pat file is the built-in file description. jpeg's and png's just use their file name.
Some downloads that are listed as patterns are really images in their own right, full 'old paper with burnt edges' for example. Not really useful as a pattern.
