Possibly you did not get a complete upgrade.
KDE-NEON, based on 'buntu focal, default Gimp version is 2.10.18 Packages look like this: https://i.imgur.com/TKibAv2.jpg

For Gimp 2.10.20 (and future Gimp up-dates) a flatpak version or an appimage is the way to go.
