One way.
I would keep the coloured version until right at the end.
1. Use the colour curve Colors -> Curves and draw the line down to generally darken the image, looking at the roads and text in particular.
2. In the Tools section there is a GEGL Operation dropdown. Choose the Color Warp filter. That lets you choose a colour from the image and alter it. You need to do that for the grey areas, maybe the green park area, buildings.
3. Desaturate (or convert to Greyscale)
