You used the gimp_gmic_qt windows installer or manually with a zip ? The installer correctly puts the gmic folder in C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins
There was (is) a problem with the latest Windows Gimp 2.10.24-rev3, fixed with a new version of the gimp_gmic_qt package. https://gitlab.gnome.org/GNOME/gimp/-/issues/6670
I have not seen a libstdc++-6.dll problem for some time, used to be multiple different versions so worth a search to see how many you have.
Not much help, but just used the gimp_gmic_qt version (version 2.9.7) installer in a Win10 / Gimp 2.10.24-rev3 and works fine.
