I do not understand that bit, last time I installed python for a Windows Gimp it was a Gimp version 2.2 round about 2004 However.

All python and go in C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins (or for linux users ~/.config/GIMP/2.10/plug-ins )

These can be really annoying
