Previous advice with Wacoms and Windows was make sure you get the most up-to-date driver for your tablet. You might already have that but check anyway. http://us.wacom.com/en/support/drivers
It looks like the latest are very recent, within the last month depending on model.

Windows Gimp 2.8 is acknowledged as 'not-very-good' graphic-tablet support. No improvement forecast until maybe Gimp 3 so do not hold your breath.
Windows Gimp 2.6 is better (I am told) with tablets. Very easy to install Gimp 2.6 in parallel with Gimp 2.8 once Gimp 2.8 is installed. Gimp 2.6 installs to a different folder than 2.8 and once run creates a different gimp profile, C:\Users\your-name\.gimp-2.6

Finally, I do have a Wacom tablet, an ancient Volito which gets pulled out now-and-again. Works fine in linux, not so good in Win10: see this, but do not take much notice.
