As above, even the updated text-outline plugin is old. There are other ways when using Gimp 2.10

Right at the end is a reference to ofn-outline-layer Click on the link which takes you to Ofnuts sourceforge page. Look for ofn-outline-layer.zip (dated 2020-01-15)
That is a better replacement for text-outline.py Download the zip. Unzip which contains ofn-outline-layer.py and a html description of the plugin.
ofn-outline-layer.py goes in your Gimp user plug-ins folder C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins Find in the layers menu. Uses the background swatch colour.
