Strange decision. (I made changes and restarted GIMP a few times trying to get some result) 
One of the things that makes me avoid updates is the unwanted surprises that come as improvements to these updates.

At least though manually it is still possible to rename the layer via ctrl+v.

Maybe a matter of habit and, with use I end up thinking it's better this way.
