Sorry, I did not split the post very well but always read the section info:
Gimp 2.10 questions should go in the general section. You can no longer ask questions
Maybe because the legacy icons come from an earlier time when there was no 3D transform, it is a recent tool.
No reason why you can not make your own, or adapt the svg file. Export as a 22x22 png gimp-tool-transform-3d.png and add to the icons in ..../legacy/22x22/tools folder
