How are you exporting from Inkscape? Do not use Save, use the Export function and check as below.

A better way is open the svg straight into Gimp. Note the default ppi (90) if you intend to print at quality you might want to change this to a higher value (and get a larger than 350x400 pix image in Gimp)

Edit: Only just noticed, that tiny png attachment
Looking at the properties and comparing with my export from Inkscape. Somehow it got the size 1x1

If you are going to export from Inkscape, check that you are on the 'page' tab as first screenshot.
