Which Operating system (OS) ? Windows / linux / MacOS ?
Which version of Gimp ? (look in the Gimp menu Help > About)
The default Gimp theme is already White text on a Dark Background. Find the themes in Edit > Preferences > Themes Example https://i.imgur.com/IGpgmST.jpg

Unzip and where that goes depends on your OS. For Windows it is C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins
Increasing the font and icon size (+ a Gimp restart) will get something like this:
Then for the toolbox icons, the latest Gimp version does have a high-visibility option and a slider to increase icon size.
