I will need to take this a step at s time.
OS: I use Windows 10.
2 HDMI 23 or so inch monitors. One I keep in Portrait the other in Landscape. I mostly use the Landscape for GIMP but will turn to the Portrait if the reading becomes difficult on the Landscape. Both are set for Windows 1.75 zoom.
I use the Windows High Contrast Tool

It just dawned on me that this could be part of my problem? I cannot use the normal Windows modes because they are not compatible with my vision. Too much white and glare.
Your two screen shots above are what I see. This is very difficult and demanding reading and study for me. I have tried using the Windows Magnifier but most times the GIMP content turns even muddier.
By High Contrast I am thinking closer to these values.
#000000 Black (W3C)
#FFFFFF White (W3C)
I perceive GIMP is more in the range of
#FFFFF0 Ivory (W3C)
#726E6D Smokey Gray
My "Windows" tab stops at "Single Window Mode".
How can I get to “Change menu and letters…”?

The colors i am seeing in your screen shots may not be the same as yours.
I have an example of what I see in a .jpeg file. How can I add it here? I take it that one provides a way to upload?
i am not making out all the Icons above. Is there listing of them in a text format?
