- Unzip it.
- Put the file Change menu and icons.py in C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins where "yourname is your account name / the name you login with / can not think of another description.
- Re-start Gimp
- The item is bottom of the Help menu.
- Enter a larger size for font and icons (see https://www.gimp-forum.net/Thread-Layers...3#pid28203 for an example)

It is possible to modify an theme, it does involve editing the file. maybe someone can explain the process.

Personally I dislike the symbolic icons and use the coloured versions. Up to you. Hover the mouse over a tool and it shows the name of the tool (+ any other tools in the tool group)

Edit: This with font size increased to 14 and toolbox icons set to "Huge"
