As far as I know, nothing that immediately paints like that. There are applications such as TwistedBrush that paints in a pseudo 3D but in Gimp you need to apply some sort of effect to a 'flat' layer. Usually a transparent layer.
You do need to practice bump-mapping see: https://docs.gimp.org/2.10/en/gimp-filter-bump-map.html It is the basic tool.
Then there are scripts and plugins that use bump mapping to give an effect.Try the attached script gt-bevel.scm
