Remove what you have installed using the Windows installer. Delete any remaining Gimp folders. Delete any Gimp profile

Use Windows regedit to find and delete:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\GIMP-2in1

Install Gimp using the installer.
