I might do this:
Open the image. Make multiple selections. All the selection tools have an 'addition' mode. Holding the shift key down is a quick toggle.
Once the selections are made, copy them Edit -> Copy then close the selection Select -> None
Paste in place: Edit -> Paste As -> New layer In place
Fill the base layer with white.
