Change color of icon from black to blue using Gimp

Your icon is in RGB mode.  More than one way.
1. Enable the alpha-lock, That right side icon top of the layers dock. Bucket fill with desired colour. Turn alpha-lock off.
2. Use the Colorize tool Colors -> Colorize Adjust the sliders or color pick the blue.

I agree there are so many ways to do it.
I would add Colors ➤ Map ➤ Color exchange... as the exchange can be made with the html notation as well
