While there is an old 'plastic wrap' script-fu, it does not work as needed for that tutorial. The 'sketch' filter is really needed for a chrome effect not as an actual sketch. There are plenty sketch plugins, maybe one will work.
However, a little messing about gets this which might / might-not work for you.
1. Have a coloured back ground layer.
2. Make a layer with solid noise. Filters > Render > Noise > Solid Noise Break the link between X and Y and increase the X value.
3. Resize the layer with the Unified Transform tool. Hold shift-ctrl to resize about center point.
4. No chrome filter so use the Color curve tool and zig-zag the curve to give an effect.
5. Put that layer into hard light mode.
6. Use the Warp Tool to squash the shape
7. For some reason this works. Color Invert the layer.
