Which instructions?
Which version of Partha's Gimp 2.8.14 or Gimp 2.9.5 std or Gimp 2.9.5 cce
There used to be a problem with the plugin file-ora.py but AFAIK that was fixed. A quick try and a .ora file from a linux machine (only one I have with mypaint on it) to Win7 and 2.9.5 std works. Then another with a layer group in Gimp 2.9.5 back to MyPaint. All working ok.
