Your screenshot does not look like Gimp 2.8 ?
Using linux ?
Which linux (edit: looks like ubuntu) and more important which 'flavour' of Gimp. Is it from the distro repo / a 'flatpak' Gimp / a 'Snap' Gimp / maybe an appimage or did you compile yourself ? Looking at your screenshot again, is this a 'linux-in-a-chromebook'
You say Edit -> Preferences -> Window Management then 'Reset Saved Window Positions to Default Value' did not work ? Very Strange.
Look in Edit -> Preferences and any of the folders. That will give the location of your user profile.
That will vary for flatpak / snap installations but once you find it, go into that folder and rename the file gimprc (to something like gimprc-bak) Restart Gimp.
A more drastic solution is delete the whole Gimp profile. For a regular Gimp 2.10 that is /home/your-log-in-name/.config/GIMP/ Equivalent to a new installation, all settings are back to default.
