A layer is not always the full size of the image (in particular text layers). Hiding the boundary doesn't remove it, if you want to extend the layer to paint outside its initial boundary use Layer > Layer to image size (or Layer > Layer boundary size if you don't need/want to span the whole image).
Very often, it is even better to add another layer instead so that whatever you wanted to add to the initial layer is put on that new layer. The visual result is the same but it makes things a lot easier to amend later.
