Very easy.
File -> Open the blue background image
then
File -> Open as Layers the logo image. It is white on transparency, so all you then need to do is move it to wherever you want it. Use the move tool and make sure the mouse pointer is on a solid white part.
It might be that the logo size is what you require. Nothing more to do.
If it too small and if you need it larger, you can scale it but it will turn out fuzzy. I recommend turning the png logo into a svg vector file using https://png2svg.com/
Then in Gimp File -> Open as Layers the svg file, set it to the size required then ok to add as a new layer.
