AFAIK for a 64 bit Win 7 where there is both C:\Program Files and C:\Program Files (x86) Gimp always install to C:\Program Files even if 32 bit is forced. Just for info.
Back to basics
Open up: Edit -> Preferences -> Folders -> Plug-ins
Check on what is there:
