No. For a Windows installation put
Plugins, 'some-name'.exe or 'some-name'.py go in the folder C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins
Scripts, 'some-name'.scm put in C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\scripts
