Gimp 2.10 python plug-ins require a gimp-python (as in python2) package which might not be available.
For Ubuntu 22.04 there are different Gimp installation options
(1) From the repo Gimp 2.10.30, no python2
(2) The flatpak Gimp 2.10.32 which contains its own python2 A good installation to use. Ofnuts plugins work but it is 'sandboxed' which can cause issues with other applications such as Darktable or RawTherapee.
(3) The Gimp 2.10 'snap' version from Ubuntu. AFAIK no python support.
Start up Gimp and in the Filters menu look for the Python-Fu entry. Not There ? Then no python and no python plugins.
If you have (1) it can be added with a small Appimage launcher. This is my kubuntu 22.04 First without the launcher then with python2. https://i.imgur.com/fWY3ezt.mp4

The appimage version of gimp works well with plugins too, and comes with some of the more troublesome plugins such as resynthesizer per-installed.
