In addition to above. Just got round to looking at those python plugins you referenced. Old, made for Gimp 2.8 but seem to work except for Restore3.py which has a hard encoded directory location - lines 490, 491 - which needs editing.
You probably do not need the latest and greatest Gimp 2.10 If you get a linux portable. an appimage Gimp 2.10.22 that comes with python support.

Make it executable, run it. It makes its own Gimp User Profile. Put the plugins in ~/.config/GIMP-AppImage/2.10/plug-ins/ Make them executable.
Here it is in kubuntu 20.04
