Open the zip and from the Windows/64bits folder put the plugin ps-pat-load_1.exe in your Gimp User profile plugins folder. For the samj portable that is ....Preferences/plug-ins
Do not worry about the other files, those for other OS and code for compiling.
The plugin allows you to open the pattern file File -> Open and it opens as layers.
There is a good plugin for exporting layers here: https://github.com/kamilburda/gimp-expor.../tag/3.3.5 (you might already have that or similar) I exported straight to the patterns folder, then refreshed the patterns but anything you like. I tend to use pngs for patterns rather than Gimp .pat files.
