However, this comes up with regularity. There is a bug report about it https://gitlab.gnome.org/GNOME/gimp/-/issues/6832  and that is from two years ago.  It does say in there, that Gimp 2.99 has improved hiDPI support. The current version is 2.99.14 (2.99.16 expected soon) https://www.gimp.org/downloads/devel/ and for Windows that will install alongside your existing Gimp 2.10

This PC > Local Disc (C: ) > Program Files > GIMP 2 > bin, right click on gimp-2.10, open Properties, click on Compatibility. On the settings options select: Override high DPI scaling

*** big caveat *** Be very-very careful, you are liable to change the size of **everything** making Windows difficult to use.  Not that easy to get back out of a 200% zoom.  (at least on my Win10 VM).

It might be worth checking the display resolution settings in Gimp preferences match the actual resolution of the screen/monitor.

Even if the ppi setting is correct it is possible to set a 'false' value that increases the size of the icons.
In Edit -> Preferences (1) Icon Theme  change from Custom icon size to Guess icon size from resolution. (2) In Display Monitor Resolution choose Enter Manually. Bump that value up by a multiple, x1.5 or x2  example: https://i.imgur.com/BEZI7ZV.mp4

Not the best thing to do but it is Gimp specific.

Thank You for responding so quickly, I do appreciate it. I am using a Dell Precision 7760 laptop with a second LG 24 inch monitor, unfortunately not 4K. It is set to 1920X1080 as max resolution. 
I opted not to try messing with the windows setting in Gimp but may still try.
I did try the Edit/Preference/Display Resolution/Manual which was at 256X256 changing it did nothing, yes I did hit OK. So setting Icon theme to Color/Guess icon size from resolution and in Win settings increasing the scale/layout for this monitor to 125% the tool icons are large enough to work with but the brush sizes or pattern squares they are still too small to work with.
